The City of Harrisburg endeavors to be a community balancing the preservation of our historic buildings, strong neighborhoods, and environmental assets with an accommodation for social, cultural, and economic growth and development that improves the quality of life for residents, businesses, commuters, and visitors by adopting a new Comprehensive Plan.

Overview

With a new Comprehensive Plan set in place, the City of Harrisburg will achieve a renewed vision for a better city by:

  • Providing efficient, safe, and reliable infrastructure for all manner of transportation
  • Encouraging the rehabilitation of the City’s historic housing stock and development of high-quality new construction
  • Promoting affordable housing for a range of income levels and family types
  • Revitalizing neighborhoods through stronger code enforcement and by targeting blight
  • Enhancing the sustainability of neighborhoods by promoting mixed-use developments and adaptive reuse of existing buildings
  • Connecting vibrant, mixed-value neighborhoods through attractive “Complete Streets” corridors that accommodate all users
  • Improving connections from neighborhoods to our environmental assets, including the Susquehanna River
  • Incorporating environmentally sustainable strategies to improve the City’s air, soil, and water and protect the City’s vegetation and wildlife
  • Improving public safety
  • Coordinating with the School District to enhance the academic environment and increase educational opportunities and connections with local businesses for young adults
  • Developing policies to nurture small businesses, retain existing businesses, and attract new businesses
  • Promoting diversity and inclusion so that all social and demographic groups have equal access to opportunities to succeed
  • Empowering an informed and engaged citizenry through responsive, transparent, and coordinated City governance
