About Financial Management


The Office of Finance and Management ensures the financial assets of the government are protected by providing leading practice financial management services and leadership to achieve City of Harrisburg goals and objectives

The Office of Financial Management is responsible for the City’s financial management which includes:  preparing the City budget, investing City funds, and compiling accounting data to prepare the annual financial reports.

The Department of Finance serves as a strategic business partner to:

  • Promote actions to achieve the City’s priorities
  • Provide excellent service to internal and external customers
  • Establish and maintain sound fiscal policies
  • Deliver a clear and accurate picture of the City’s current and future financial position
  • Improve the effectiveness, efficiency, and integration of the City’s business processes
  • Proactively report on, analyze, and recommend actions for improvement

The Department of Finance manages and accounts for the City’s financial resources. This department prepares and monitors the annual budget, invests city funds to protect assets, maintains fiscal liquidity and maximizes income in compliance with all governing financial and accounting laws.

About Human Resources


The Bureau of Human Resources is comprised of two primary functions: Human Resources Division and Payroll Division.

The Human Resources Division oversees and administers a wide range of centralized personnel services for City Government including, but not limited to, recruitment, testing, screening, hiring and processing individuals to fill vacant positions, enforces civil service rules and regulations and administers the promotional processes, where applicable, for the Harrisburg Police, Fire and Non-Uniformed Civil Service Commission, unemployment compensation matters, exit interview process, management of health care and leave benefits for employees of the City, administration of pension plans, workers’ compensation program, administration of Family and Medical Leave Act, the Americans with Disabilities Act, and drug and alcohol testing. The Bureau assists the department directors in developing job descriptions for management and bargaining unit positions.

The Payroll Division is responsible for processing the City’s bi-weekly payroll, maintaining payroll records and managing federal, state, and local tax deductions as well as all other mandatory payroll deductions and voluntary contributions. Staff is also responsible for ensuring all withholding reporting requirements are met. Staff works closely with all timekeepers to ensure smooth and accurate payroll processing. Staff also effectuates scheduled salary increases for bargaining unit employees and merit pay increases based on performance evaluations for management personnel.

About Information Technology


The Department of Information Technology (DIT) has proudly served the city of Harrisburg for over 35 years. We maintain a stable infrastructure through an evolutionary, development life-cycle. This helps the citizen acquire more from their government.

The City of Harrisburg utilizes an innovative technology planning process that is business-driven and aligned with the city’s business initiatives, starting with the mayor and chief administrative officer and continuing down to the individual agencies.

In order to foster better partnerships and increase return on information technology investments, we have implemented a new approach to creating our business technology plans.

Individual agencies are interviewed to provide information about the current state of technology utilization, targeted improvements, and then a jointly owned roadmap is created for transform the organization from their current condition to their targeted state.

The difference between whether an organization achieves its goals or fails to meet its goals lies in defining the difference between technology leadership and management. This can be a difficult transformation, and may require the IT group to assume the responsibility of coaching its customers through the technology planning process. It also requires clearly defined processes and measures so that we know exactly how we are performing.

About Harrisburg Authority


The Harrisburg Authority traces its beginning to 1957, when the Harrisburg City Council created the Harrisburg Sewerage Authority (HSA) to finance and build the area’s first wastewater treatment plant and to make improvements to the city’s sewerage system.

Although the Authority’s responsibilities have grown in scope and complexity over the years, a few themes stand out.  The authority has constantly sought to bring the highest levels of technology and professionalism to its operations.  At the same time it has worked to improve the quality of life for all its customers and to enhance and support economic growth.

The Harrisburg Authority has been at the core of providing service to the community.  The Harrisburg Authority is probably best known for supplying water to the city and four adjacent communities. However, the Authority’s portfolio contains more than the water system.  It also owns the Advanced Wastewater Treatment Facility and the Resource Recovery Facility. While much of what The Authority does is out of sight, buried underground or in remote locales, our service to the community through conduit financing is wonderfully evident for all to see.

About Taxes and Enforcement


The Office of Tax and Enforcement is responsible for the collection and administration of:

-Business Privilege and Mercantile Taxes and Licensing
-Vendor, Special Event and General Licensing
-Parking Taxes and Licensing
-Amusement Taxes and Licensing
-Landlord Licensing
-False Alarm Billing
-City of Harrisburg Dog Licensing

This Office should be the first stop within the City Government Center when an individual or business is interested in obtaining a business license to operate within the Corporate City limits of Harrisburg.

Our business license application packet also includes the appropriate forms for zoning approval (if your business will be based in the City), home occupation agreement and the Health license application.

If you are interested in becoming a Vendor, all of the appropriate forms/applications are contained within the Vendor packet including the permission slip. Our applications may be downloaded from the website and mailed into our office, or you may drop the application off in person. A check or money order is necessary to accompany a newly submitted application.
