City of Harrisburg Issues RFEI For Comprehensive Planning Process


The City of Harrisburg is inviting multi-disciplinary teams to submit proposals to provide professional services to develop a long-range Comprehensive Plan for the City.

Such a document, and the process to develop it, must adhere to Article III of the Pennsylvania Municipalities Planning Code.  The City of Harrisburg is seeking a Consultant Team which integrates local firms as well as city-based Minority-owned Business Enterprises/Women-owned Business Enterprises (MBE/WBEs), and has extensive knowledge of and experience in progressive and sustainable planning strategies.  The City is expecting the plan development process to be inclusive of all stakeholder groups and to feature thorough public engagement strategies.

The City reserves the right to request additional information or clarification, if necessary.

This RFEI is not intended to result in the selection of any Respondent’s proposal. The City shall not be obligated to pay for any costs incurred in preparation and submission of proposals.  Proposals must be received no later than the due date specified herein.
