The Department of Economic Development acts as a liaison and a resource to the many facets that influence our constantly evolving economy.

Our mission is to foster stable economic growth in the City of Harrisburg and provide continuous improvements to the quality of life for its citizens. Implementing innovative workforce and business retention, expansion and recruitment practices and promoting strategic asset developments city-wide will ensure our community and economy remains diverse and vibrant.

About Bureau of Planning


The Bureau of Planning and Zoning is responsible for a variety of activities as it carries out its mission of providing direction for the future growth and development  – and redevelopment of the city.

The objectives of the Bureau of Planning include:

  • Promoting orderly future growth and development of the City through long-range comprehensive planning and zoning;
  • Promoting & facilitating physical development plans;
  •  Preserving & enhancing districts of historical and architectural significance;
  •  Managing development in the 100-Year Floodplain and improving the City’s Community Rating System (CRS) level to provide increased flood insurance discounts to owners of property in the floodplain;
  • Collecting, analyzing, and distributing timely information on planning and community development issues;
  • Providing technical assistance to businesses, consultants, and property owners on the plan review and permitting processes;
  • Advocating for progressive planning policies that improve the City’s economic, social, and physical characteristics; and
  •  Securing various local, State, and federal grants and funding streams to improve the quality of life in Harrisburg.

Q: What is the zoning for my property?
A: Please review the Zoning Map to identify the zone and the Planning & Zoning Code to identify regulations for that zone.

Q: Is my property in an historic district?
A: Please review the Historic Districts Map to identify whether the property is in a Municipal and/or National Historic District. Please note that the Harrisburg Architectural Review Board only reviews projects on properties in the Municipal Historic Districts.

Q: Is my property in the 100-Year Floodplain?
A: Please review the Floodplain Map. Please be advised that this is the most current data provided by FEMA. ANY improvement that is located in the floodplain (signage, paving, new constructions, additions, etc.) requires submittal of a Floodplain Development Permit application [Note: Application will be available online shortly].

About Bureau of Housing


Harrisburg’s Bureau of Housing funds affordable workforce housing, both rental and ownership, as well as supportive housing that helps vulnerable people achieve stability and move along a path toward self-sufficiency.

Bureau of Housing initiatives also help stimulate housing development, allowing families to thrive and neighborhoods to provide a full range of housing choice and opportunity. The mission of the Bureau of Housing is to build strong healthy communities and increase opportunities for people of all income levels to live in our city.

The Bureau of Housing also works with private housing developers to increase the supply of quality housing in the City and to ensure economic diversity through new construction and rehabilitation projects. These goals are accomplished using federal, state and City funds.

The Bureau of Housing also preserves the housing stock by rehabilitating dilapidated homes and building new homes on in-fill lots that complement the character and preserve the integrity of the great neighborhoods in our city. To this end, we support market-rate projects and housing for working families and manage key programs to assist homebuyers, and help residents make home improvements.
