The City of Harrisburg is seeking qualified applicants to fill the position of Recycling Coordinator. This is a managerial and professional position in the field of solid waste, recycling, and litter and graffiti prevention. This position develops and administers the City’s recycling, solid waste, and waste reduction programs and contracts related to the collection, processing, recyclables, and yard waste. This position is also responsible for the development of marketing and public education of the City’s recycling and litter programs, Keep Harrisburg Beautiful Program and Graffiti Abatement Program. Work is performed under the general direction of the Sustainability Coordinator. This is a management, FLSA-exempt position.

COMPENSATION & BENEFITS

The City of Harrisburg offers a salary range of  $54,000.00 – $58,000.00. This full time FLSA position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off (vacation, sick and personal time) and health care benefits (medical, dental, prescription and vision).

JOB TITLE:

RECYCLING COORDINATOR

DEPARTMENT OF PUBLIC WORKS – BUREAU OF NEIGHBORHOOD SERVICES

Grade M-13

GENERAL STATEMENT OF DUTIES:

 This is a managerial and professional position in the field of solid waste, recycling, and litter and graffiti prevention. This position develops and administers the City’s recycling, solid waste, and waste reduction programs and contracts related to the collection, processing, recyclables, and yard waste. This position is also responsible for the development of marketing and public education of the City’s recycling and litter programs, Keep Harrisburg Beautiful Program and Graffiti Abatement Program. Work is performed under the general direction of the Sustainability Coordinator. This is a management, FLSA-exempt position.

EQUIPMENT/JOB LOCATION:

Work is primarily performed within the Public Works Complex, 1820 Paxton Street, Harrisburg, PA 17104. Work involves the use of computers, office equipment and telephone systems. Work is primarily indoors with occasional exposure to varied types of hazardous conditions including noise and vibration, fumes, dust, odors, toxic conditions, poor ventilation, and inclement weather. Duties are typically performed weekdays from 8:00 a.m. to 5:00 p.m., however, some evening, weekend and holiday work may be required.

ESSENTIAL FUNCTIONS:

Manages the City’s recycling and solid waste programs. Directs the administration, implementation and enforcement of all applicable federal, state and local recycling and waste reduction laws. Coordinates the administration and implementation of all contracts including the City’s solid waste and recycling collection contracts, and the contracts for marketing the City’s recyclable materials. Responsible for solid waste and recycling planning, policy-making recommendations, and program implementation. Serves as a liaison to other City bureaus and local, state and federal agencies, and other organizations on solid waste, recycling litter and graffiti-related matters. Responsible for overall coordination of all field and professional staff activities. Responsible for grant applications and other revenues to the solid waste fund. Responsible for education and enforcement of City’s solid waste and recycling ordinances.  Works with the vendors who supply the solid waste and recycling cans.

NON-ESSENTIAL FUNCTIONS:

Performs other related duties as required or assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive program development, project management, budgeting, planning, grant writing and public education experience
  • Thorough knowledge of recycling requirements
  • Ability to prepare narrative and statistical reports
  • Ability to analyze data and situations, make recommendations, and formulate opinions, strategies and solutions
  • Thorough knowledge of contract negotiation and administration
  • Ability to deal with the public in an effective and courteous manner
  • Ability to develop and implement short and long-range plans
  • Establish and maintain working relationships with colleagues, regulatory agencies, vendors, service contractors, and members of the public
  • Ability to understand and follow verbal and written

QUALIFICATIONS:

A bachelor’s degree with major course work in environmental management, environmental engineering, public administration or closely related field is preferred. Experience in conception, implementation, management and promotion of recycling programs, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Possession of a motor vehicle operator’s license issued by the Commonwealth of Pennsylvania.
