Consolidated Annual Performance & Evaluation Report 

Mayor Eric Papenfuse invites citizens to review the City of Harrisburg’s FY-2016 Consolidated Annual Performance & Evaluation Report (CAPER) for U.S. Housing and Urban Development (HUD) funded housing and community development entitlement programs, which include: 

  • Community Development Block Grant (CDBG) Program – $1,814,869 
  • HOME Investment Partnerships (HOME) Program – $363,891 
  • Emergency Solutions Grants (ESG) Program – $167,796  

The goal of these programs is to develop viable urban communities by providing decent housing, suitable living environment and expanding economic opportunities principally for low and moderate income persons.  The program year began on October 1st, 2017 and concluded September 30, 2018. CDBG, HOME and ESG funding accomplishes the City’s housing needs as related to the availability of an access to affordable housing, fair housing, infrastructure, economic development and assistance to the homeless.    

This document includes narrative responses to specific questions that grantees of the Community Development Block Grant, HOME Investment Partnership, and Emergency Solutions Grants Programs must respond to HUD in order to be compliant with the HUD’s Consolidated Planning Regulations.  

CITIZEN PARTICIPATION PLAN 

The CAPER is available for public review and comment at the address below from 9:00 a.m. – 4.00 p.m. Monday – Friday, except for City Holidays. The CAPER shall be available for public review from December 22, 2017 through January 8, 2018.
