PUBLIC COMMENT REVIEW PERIOD & PUBLIC HEARING
DRAFT PY 2023 CONSOLIDATED ANNUAL PERFORMANCE
AND EVALUATION REPORT (CAPER)
NOTICE is given that a draft of the 2023 program year (PY2023) Consolidated Annual Performance
and Evaluation Report (CAPER) for the City of Harrisburg has been completed and will be available
for a fifteen (15) day public review and comment period.
The CAPER provides accomplishments and expenditure information on U.S. Department of
Housing and Urban Development (HUD) funded programs (CDBG, HOME and ESG) administered
by the City of Harrisburg during PY 2023 which ran from October 1, 2023 through September 30,
2024.
15-DAY PUBLIC COMMENT PERIOD: A draft of the PY 2023 CAPER is available for public review
and comment starting Monday, December 2, 2024 through Monday, December 16, 2024. The
draft report can be viewed at the Department of Building and Housing Development at 10 N. 2nd
Street, Suite 206, Harrisburg, PA 17101 or viewed from the department webpage at:
https://harrisburgpa.gov/building-and-housing/. Written comments on the plan can be mailed
to the address above or emailed to: [email protected].
PUBLIC HEARING: A public hearing will be held on Monday, December 2, 2024 at 6:00 PM to
present the PY2023 CAPER and give the public an opportunity to review and make comments on
the draft CAPER. The public hearing will be held in-person at the Goodwin Memorial Baptist
Church Family Life Center located at 2430 N. 3rd Street Harrisburg ,PA 17110.

housing development program comment review periods and meetings. If any non-English
