Homeowner Occupied Improvement Program Overview

The Homeowner Occupied Improvement Program (HOIP) is a home repairs assistance initiatives made possible by the American Rescue Plan Act, authorized by President Biden. As part of the City of Harrisburg’s $47 million in federal ARPA funds, Mayor Wanda R.D. Williams has allocated $5 million to go towards emergency and essential home repairs. Only City of Harrisburg residents are eligible, and to qualify, must meet certain federal income guidelines.

How Do I Apply?

Open and download both documents in the links listed below. Please fill out each form and return it to either:

In order to qualify for the Homeowner Occupied Improvement Program, your total household income must not exceed the following limits:
