This position is responsible for performing administrative work involving the responsibilities of typing, filing, record keeping, information referrals, information gathering, and data compiling. Considerable judgment is required in establishing/adapting work procedures in new situations.  Performs secretarial and administrative services to conserve time of management personnel.  Work is periodically reviewed.  Work is performed under the general guidance and supervision of the Director of Public Works.

Compensation & Benefits

The City of Harrisburg offers an annual starting salary of  $42,710.63. This full-time FLSA position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off, (vacation, sick and personal time) and health benefits (medical, dental, prescription and vision).

JOB TITLE (Grade 7)
Administrative Assistant I
Department of Public Works
Bureau of Neighborhood Services

EQUIPMENT/JOB LOCATION:

Work is performed in the administrative offices located in the Public Works Complex.  The position requires the use of a computer, copiers, fax machine, telephone system and adding machine; computer software programs such as Microsoft Word and Excel; and informational guides such as files, databases, dictionaries, and instructional manuals.  Duties typically are performed on weekdays from 7:30 a.m. to 4:00 p.m.; however, employees may work nights, weekends, and holidays as required.

ESSENTIAL FUNCTIONS:

Work involves, but is not limited to, the following: Handles Public Works radio to dispatch special assignments or receive employee concerns. Creates and improves administrative systems including accounting, computer, filing, and general record keeping.  Performs typing of reports, accounting and financial statements, posts payroll, lists, statistical tabulations, forms, vouchers, technical reports, requisitions, and purchase orders.   Receives and responds to telephone inquiries, routing those of a more complex nature to proper authority for action, but handles and logs general citizen complaints. Prepares brief replies to inquiries. Utilizes personal computer; maintains records and files.  Receives and summarizes monthly status reports; compiles data and information into logical order.  Assists the Director with the Department budget.  Assists co-workers, including the Solid Waste Logistics Coordinator, Sanitation Billing and Enforcement Coordinator and Solid Waste Education/Enforcement Technician, as needed.  Assists with information submissions related to grants and audits.  Handles confidential information.  Computer data entries for various systems within City Government.  Reviews billings, maintains logs, vendor lists, and expenditure reports.  Reads and routes incoming mail.   Processes requisitions and expense vouchers.  Maintains regular, punctual and predictable attendance.  Reports to work and remains at work in a productive condition, which includes not being under the influence or impaired by the use of alcohol and/or drugs.  Establishes and maintains an effective working relationship with supervisors, co-workers and the general public.  Completes all assignments in an efficient, consistent and timely manner.

NON-ESSENTIAL FUNCTIONS:

Performs other reasonably related duties in equal or lower classifications as assigned by supervisory personnel.  Performs work as directed by supervisors in accordance with Article XXX, Job Classifications, Section 1 provision of the Basic Labor Agreement.

REQUIRED KNOWLEDGE AND ABILITIES:

  • Excellent computer literacy, including the ability to quickly learn new software.
  • Thorough knowledge of office terminology, procedures and equipment.
  • Knowledge of Adobe Acrobat Pro, specifically to create and modify fillable forms.
  • Ability to maintain confidential nature of records and reports.
  • Ability to establish filing and records systems.
  • Ability to understand and follow instructions.
  • Advanced knowledge in use of computer programs, specifically Microsoft Excel.
  • Skill in developing reports and summarizing raw information/data.
  • Highly proficient in grammar and spelling.
  • Good written and communications skills.
  • Thorough knowledge of bookkeeping and accounting principles and practices.
  • Thorough knowledge of the principles and practices of public administration.
  • Thorough knowledge of modern management principles, practices, and equipment.
  • Possesses and practices good telephone etiquette.
  • Ability to get along well with others; clerical aptitude, good judgment.

QUALIFICATIONS:

High school diploma or equivalent.

One (1) year of experience as a Secretary II or four years progressive experience in clerical work.

Typing speed of 45 or more words per minute.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Must be certified or possess the ability to pass proficiency test to become certified in the operation of Word Processing Equipment at time of appointment.
