The City of Harrisburg is accepting applications for Auditor II Professional in the Bureau of Financial Management – Division of Accounting. The Auditor II is responsible for providing assistance to all personnel in the Accounting Division and the Controller’s Office.  The Auditor assists the Accounting Manager of Audit in maintaining efficient operation of day-to-day activities and procedures of the Accounting Division and the Controller’s Office and assists the Accounting Manager, Controller, and management staff to effec­tively and efficiently prepare audits, reports, and other financial information.  This individual is a focal point of operational knowledge for the Business Administrator and the Controller and is required to be able to function as the Accounting Manager or Audit Manager in the absence thereof for basic and routine decisions.  Supervision is provided by the Accounting Manager.

COMPENSATION & BENEFITS

The City of Harrisburg offers an annual starting salary of $49,729.99. Job Title

Auditor II – Department of Administration – Bureau of Financial Management – Division of Accounting

Definition

The Auditor II is responsible for providing assistance to all personnel in the Accounting Division and the Controller’s Office.  The Auditor assists the Accounting Manager of Audit in maintaining efficient operation of day-to-day activities and procedures of the Accounting Division and the Controller’s Office and assists the Accounting Manager, Controller, and management staff to effec­tively and efficiently prepare audits, reports, and other financial information.  This individual is a focal point of operational knowledge for the Business Administrator and the Controller and is required to be able to function as the Accounting Manager or Audit Manager in the absence thereof for basic and routine decisions.  Supervision is provided by the Accounting Manager.

Equipment/Job Location

Work is performed at the Rev. Dr. Martin Luther King, Jr., City Government Center.  Work involves the use of computer equipment, telephones and electronic calculator.  Duties are typically performed weekdays from 8:00 AM to 4:30 PM or 8:30 AM to 5:00 PM at the discretion of the Accounting Manager.  Employee may be required to work evenings, weekends and holidays.

Essential Functions

Work involves but is not limited to the following: performs monthly reconciliation of general ledger, revenue, expenditure, ac­counts payable, and encumbrance reports.  Reconciles prior year encumbrances.  Performs monthly reconciliation of interfund receivables/payables.  Performs driver file maintenance on a monthly basis.  Prepares audit adjustment entries.  Performs payroll and social security postings on a biweekly basis.  Maintains vendor file update information to support the centralized list of City vendors.  Maintains cash accounts, including posting all revenue received by each fund and reconciliation with appropriate offices.  Performs reconciliation of daily reports.  Prepares, processes, and posts all journal entries, including maintenance of journal entry book.  Pro­cesses all manual warrants as requested.  Prepares journal entries for voided warrants and posts to the system. Maintains all information for yearly filing of 1099 forms with IRS.  Maintains manual log of travel advances and reconciliation thereof.  Verifies and establishes new accounts in computer system.  Performs assigned phases of audit programs and prepares work papers showing audit findings.  Reviews expenditures and checks vouchers against expenditure records for conformance to City policy and propriety of transac­tions.  Assists in monitoring cash flow on a biweekly basis.  Coordinates maintenance of computer equipment for the Accounting Office.  Distributes monthly reports to all bureaus.  Maintains department/bureau petty cash reconciliations on a quarterly basis.  Coordinates special projects as assigned.  Maintains regular, punctual and predictable attendance.  Reports to work and remains at work in  productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs.  Establishes and maintains an effective working relationship with supervisors, co-workers and the general public.  Completes all assignments in an efficient, consistent and timely manner.

Nonessential Functions

Performs other reasonably related duties in equal or lower classifications as assigned by supervisory personnel.  Performs work as directed by supervisor in accordance with Article XXX, Job Classifi­cations, Section 1 provision of the Basic Labor Agreement.

Required Knowledge and Abilities

–         Thorough knowledge of accounting system, TAG (Total Accounting for Govern­ment).

–         Ability to work independently on projects in a timely manner toward dead­lines.

–         Ability to prepare and analyze accounting information received in several formats from many sources.

–         Ability to work with numerical figures in an accurate and precise manner.

–         Ability to operate an electronic calculator.

–         Ability to acquire working knowledge of an IBM personal computer or the equivalent and thereafter apply various software packages.

Qualifications

Three years of experience as an Auditor I in the Bureau of Financial Management or two years college course work in accounting and four years of related work experience comparable to the Auditor I. Any equivalent combination of education and experience which provides the required knowledge and abilities.
