COMPENSATION & BENEFITS 

The City of Harrisburg offers a salary range of $46,000.00 – $50,000.00 (commensurate with experience and qualifications). Bureau of Police – Technical Services Division

GENERAL STATEMENT OF DUTIES

This is a non-supervisory civilian management position responsible for coordination of the Harrisburg Bureau of Police’s body-worn camera (BWC) and in-car video programs. This position reports directly to the Commanding Officer of the Technical Services Division. Orders and assignments are received from the Technical Services Division Captain/Commander or designee. This position is an FLSA-exempt position.

EQUIPMENT/JOB LOCATION

Work is performed at the McCormick Public Services Center, the M.L. King City Government Center, and throughout the City of Harrisburg and County of Dauphin. Work involves the use of city vehicles and various machines such as a personal computer, printer, copy machine, fax machine, telephones, and other technological devices as necessary or required. Duties are typically performed on weekdays for a period of 8 hours daily.  Flexibility is expected to ensure scheduled work hours support Bureau needs. This position may also require occasional evenings, weekends, and holidays.

ESSENTIAL FUNCTIONS

Receives assignments and sets work priorities, coordinating them to meet deadlines in order to assure an efficient workflow throughout the agency. Reviews a wide variety of complex and technical issues concerning the use of BWC and In-Car Video programs by law enforcement officers. Meets regularly with the Technical Services Commander and key police staff to identify needs and concerns surrounding BWC and In-Car video systems. Assists in the identification and development of new programs, system procedures, and maintenance or equipment to improve the performance of the BWC and In-Car Video systems. Assists with all requests for data for BWC and In-Car video footage (internal/external). Assists with communication and delivery of services between the Bureau and BWC/In-Car video vendors. Ensures that all BWC and In-Car Video Systems are performing to bureau standards. Keeps abreast of all aspects of the BWC and In-Car Video programs, including proposed changes or amendments to the standards, assessing the impact of changes on current policies and procedures of the agency. Provides BWC and In-Car Video training for agency employees. Maintains all files as required by the bureau, under the supervision of the Technical Services Commander. Maintains regular, punctual, and predictable attendance.  Establishes and maintains an effective working relationship with co-workers and the general public. Completes all assignments in an efficient, consistent, and timely manner.  Reports to work and remains at work in a productive condition, which includes not being under the influence or impaired by the use of alcohol and/or drugs.

 NON-ESSENTIAL FUNCTIONS

Perform related work as required and/or directed.

 REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the BWC and In-Car Video systems or ability to learn.
  • Knowledge of departmental policies, rules and regulations, or ability to learn and retain such.
  • Ability to input and retrieve data from computer systems, including but not limited to the BWC and In-Car Video Systems.
  • Ability to use tools and equipment to diagnose and/or fix technical problems with both the BWC and In-Car Video Systems.
  • Ability to gather pertinent facts and make thorough analysis and arrive at sound conclusions.
  • Ability to prepare reports and charts.
  • Good knowledge and ability to use personal computer software applications for data/video retrieval.
  • Good knowledge and understanding of police bureau’s organization, operating procedures, and methods of operations, or ability to learn and retain such.
  • Good knowledge and ability to follow oral and written communications.
  • Ability to read and understand materials concerning BWC and In-Car Video systems.
  • Ability to work both independently as well as in a team and solve problems involving many variables.
  • Ability to speak publicly about the BWC and In-Car Video programs and testify in court.
  • Ability to analyze facts and to exercise sound judgment in arriving at conclusions and recommendations.
  • Ability to make sound decisions based upon experience and being attentive to details.
  • Ability to read and understand a wide range of technical literature.
  • Ability to complete assignments in a timely fashion.

QUALIFICATIONS

Applicants must possess an Associate degree or equivalent with a strong background in Computer Science, Information Systems or computer related systems or any equivalent combination of education and experience that is determined to be directly related to the foregoing specified requirements may be substituted.  Experience working with law enforcement preferred but not required.  Valid Pennsylvania Driver’s License, Class C.
