The City of Harrisburg is accepting applications for a Lien Specialist in the Office of the City Solicitor. The Lien Specialist is a highly sensitive and confidential position which requires the ability to research and analyze utility account information to bring residential and commercial accounts current through collections effort which include municipal lien filing, participation in bankruptcy and sheriff sale proceeds, and / or enforcement of other payment arrangements. Work in this position is performed under the general supervision of the City Solicitor, Sr. Deputy City Solicitor, and Staff Attorneys. This is a management, FLSA-exempt position.

Qualifications include possession of an Associate’s degree, Paralegal Certificate, or the equivalent combination of experience and training. Prior experience in collections work is a plus. Proficiency with Microsoft Office products, Adobe and Outlook. A valid Pennsylvania Driver’s License Class, C is also required.

Compensation & Benefits

The City of Harrisburg offers an annual salary ranging from $47,000.00 to $52,000.00 (commensurate with experience and qualifications).This full-time position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off (vacation, sick and personal time) and health care benefits (medical, dental, prescription and vision).

 GENERAL STATEMENT OF DUTIES:

Confidential Lien Specialist in the Law Bureau is a highly sensitive and confidential position which requires the ability to exercise judgment based on city-wide policies and procedures. The incumbent is privy on a daily basis to residential and commercial utility account information. The incumbent must possess and maintain a high degree of confidentiality. Work in this position is performed under the general supervision of the City Solicitor, Sr. Deputy City Solicitor, and Staff Attorneys.

JOB LOCATION:

 Work is performed at the Reverend Martin L. King, Jr., City Government Center, Law Bureau, Suite 402, 10 North 2nd Street, Harrisburg, PA. Work is normally performed in a typical office work environment; however, some work involves visits to county, federal and commonwealth courthouses and other City properties.

ESSENTIAL FUNCTIONS:

  • Ability to concisely and effectively communication both orally and in writing;
  • Independently execute assigned tasks;
  • Analyze utility account history;
  • Research and effectively utilize information regarding ownership history of properties;
  • Prepare required legal papers for filing, including municipal liens and proofs of claims;
  • Draft and send delinquency notices;
  • Discuss payment arrangements with account holders;
  • Communicate moderately to highly complex account concerns to the City Solicitor, Sr. Deputy Solicitor, Assistant City Solicitor / Collections, or other City personnel as required to resolve account delinquencies;
  • Update and track information about utility accounts into City systems;
  • Assist with development of processes and procedures for collection matters;
  • Return all internal and external calls, emails and faxes in a timely manner;
  • Perform other duties as assigned or apparent.

NONESSENTIAL FUNCTIONS:

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  •  Demonstrated organizational skills and record management.
  • Thorough knowledge of collections industry standards and / or best practices.
  • Thorough knowledge of legal terminology, procedures, general municipal operations, and bankruptcy is preferred.
  • Ability to work well with others and handle sensitive information and situations with discretion and sound judgment.
  • Ability to maintain smooth working relations with other management employees.
  • Ability to efficiently and accurately produce high volume of work.
  • Proficiency with Microsoft Office products, Adobe Acrobat, and PACER.
  • Ability to maintain confidential nature of records and reports.
  • Ability to exercise good judgment and to act in a professional and courteous manner with the general public.
  • Ability to draft legal documents with general supervision.
  • Ability to work independently.

QUALIFICATIONS:

  •  Associate’s degree, Paralegal degree or its equivalent preferred;
  • Prior collections experience;
  • Proficiency with Microsoft Office products, Adobe, and PACER;
  • Completion of some related college courses desirable;
  • Any equivalent combination of experience and training which provides the required knowledge, skills and abilities;
  • A valid Pennsylvania Driver’s License, Class C, or equivalent is also required.
