JOB TITLE
Group Violence Intervention Project Manager
Department of Public Safety – Bureau of Police

GRANT-FUNDED POSITION:

This contract position will be funded by a grant through the end of 2024 offering a salary up to $65,000.00. Before the close of this contract, the Project Manager and the Governance Board will discuss the sustainability of the position. 

This contracted, grant-funded position provides day-to-day coordination and management support to the City of Harrisburg’s Group Violence Intervention (GVI) strategy. The Project Manager will work as part of a team with other GVI project partners, including social service agencies, faith-based and community organizations, law enforcement, city officials, community members, and the National Network for Safe Communities, toward achieving the established goals and objectives. The Project Manager is primarily responsible for nurturing and maintaining these partnerships. This includes coordinating among independent agencies to ensure that project implementation is effective and engaging in collaborative partnerships. The Project Manager will report directly to the Commander of the Community Services Division.

LOCATION/EQUIPMENT

Work is primarily performed at the McCormick Public Services Center, although general duties also encompass occasional field work at various locations throughout the City.  Attendance at meetings outside of the office is required.  Work involves the use of various office equipment, including personal computers, telephones, calculators, copiers, scanners, and commonly used and specialized software.  Hours will generally be scheduled from 8:00 a.m. to 4:00 p.m., but will vary based on need with regard to the implementation of the GVI strategy in Harrisburg.

 ESSENTIONAL FUNCTIONS:

 Work involves, but is not limited to, the following:   

 Ensure implementation of GVI strategy

  • Create and manage the organizational structure for GVI implementation.
  • Maintain project uniformity and integrity. Ensure that all activities are in alignment with the overall project mission and are in direct support of established project goals, objectives, policies and protocols, while allowing for unique local conditions, resources, and needs.
  • Work with Governance Board Members and other project partners to effectively communicate the purpose, mission, and outcomes of GVI to the community.
  • Provide project updates to GVI partners, Governance Board Members, city officials, and the community.
  • Coordinate and collaborate with social services agencies, local nonprofits, community agencies, and GVI partners to address multiple issues affecting participants such as health, housing, mental health, learning disabilities, or substance abuse.

Coordinate Day-to-Day Operations of the GVI

  • Ensure that enforcement actions are proceeding appropriately; custom notifications are deployed effectively; community supporters are identified and engaged; and effective case management is occurring for clients in services.
  • Schedule and attend GVI related planning meetings and participate in weekly conference calls.
  • Facilitate GVI meetings such as Governance Board meetings, community meetings, etc.
  • Work closely with City Council, public and private groups, professional groups, and the community to explain or coordinate plans for proposed projects and to solicit their support.
  • Establish and facilitate the ongoing work of GVI, including work groups with law enforcement, community engagement, and social services.
  • Coordinate with the Harrisburg Bureau of Police Director of Community Relations and Engagement on taskings related to community outreach and case management.
  • Oversee the recruitment, training, mentoring, and assignments of violence interrupters/credible messengers.

Administrative Management

  • Create and manage program goals and objectives that operationalize the strategy.
  • Ensure systems are in place to sustain GVI over time, e.g. regular group/gang audits and incident reviews are occurring; all working groups have stable membership and clear goals; and community engagement is aligned with law enforcement and social service activities.
  • Coordinate with law enforcement partners to maintain real-time intelligence regarding group violence dynamics and geographic patters of violence.
  • Work with grant writers to ensure that financial regulations and policies are strictly adhered to.
  • Work with grant evaluators and ensure that they have access to information and data required for strategy assessment.
  • Document all program activities. Maintain meeting minutes, contact information, and activity reports.
  • Prepare or review reports and resolutions for City Council or other executive stakeholders.
  • Track offender participation, offender interventions, offender outcomes, and maintain records of call-ins.
  • Negotiate and administer contracts with project participants and service providers.
  • Manage contracts and apply for grants in support of the strategy.
  • Direct the preparation and administration of project budgets.
  • Prepare and submit purchase orders in accordance with the City of Harrisburg’s procurement process.
  • Complete special projects related to the GVI strategy as needed.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience in project management
  • Ability to learn new concepts and work independently
  • Cultural competency in community outreach and community program management
  • Knowledge of trauma informed practices
  • Extensive background in presentations to executive leadership and/or the media
  • Ability to inspire trust and be seen positively in the community
  • Experience in facilitating meetings
  • Ability to maintain a high level of confidentiality
  • Excellent oral and written communication skills
  • Advanced computer skills, including proficiency with Microsoft Office
  • Presentation skills (including preparation of graphic presentations)
  • Ability to travel occasionally for work
  • Flexibility with scheduling and the ability to be on call if required

 QUALIFICATIONS:

Master’s degree in criminal justice, public administration, business administration, psychology, or social work preferred; or, a bachelor’s degree or advanced coursework in a related field (e.g. criminal justice, public administration, business administration, psychology, social work). Candidate must pass a background check and pre-employment drug screening.  Valid Pennsylvania driver’s license and access to reliable transportation also required.
