DEFINITION
This is an entry level position. This position is responsible for operating equipment associated with the maintenance of streets, sewers, and buildings in various locations in the City. Work is performed under the general supervision of the Director of the Bureau of Neighborhood Services or his/her designee.
COMPENSATION & BENEFITS
The annual starting salary for this FSLA position is $48,199.84 . This position also includes an excellent benefits package: defined pension plan, paid holidays, paid time off (vacation, sick and personal time) and health care benefits (medical, dental, prescription and vision).

JOB TITLE (Grade 10)
Heavy Equipment Operator I
Department of Public Works, Bureau of Neighborhood Services
EQUIPMENT/JOB LOCATION
Work is performed throughout the City on streets, right of ways, buildings and sewers, in various locations in the City. Work involves the use of motor vehicles and equipment such as dump trucks, flusher, street sweepers, vactor trucks, sanitation packers, vacuum equipment, snow plows, air compressors, spreaders, asphalt paver and roller, tractor trailer, front end loader, backhoe, grader, snow blower, bull dozer and boom truck. Employees are subject to noise and vibration, fumes, odors, dust, poor ventilation, and inclement weather. Safety equipment such as gas detectors, harness, tripod, cones, barricades, hand held flags, etc. are used. Work is occasionally performed in confined spaces. Duties are typically performed weekdays, 6:30 a.m. to 3:00 p.m.; however, employee may work nights, weekends, and holidays as required.
ESSENTIAL FUNCTIONS
Work involves, but is not limited to, the following: Operates motor vehicles and equipment such as dump trucks, flusher, street sweepers, vactor trucks, sanitation packers, vacuum equipment, snow plows, air compressors, spreaders, and asphalt paver and roller, tractor trailer, front end loader, backhoe, grader, snow blower, bull dozer and boom truck, to maintain City streets and sewer system, along with any building repair that is necessary. Loads and unloads stone, gravel, dirt, asphalt, pipe, and timber (weighing up to 75 lbs.). Mixes concrete, digs and backfills trenches, and performs general maintenance or construction duties. Assists in bulk pick up of various items throughout the City. Acts as a flagman, sets barricades, assists co-workers, and maintains a safe working environment. Sets up and uses rescue retrieval system (weighing 200 lbs. with assistance of two (2) additional workers). Maintains daily records and reports on work completed. Performs preventative maintenance on all equipment used and inspects vehicle for faulty equipment. Enters, exits, and performs work in trenches (up to 18 ft. deep). Remains alert and reacts appropriately to audio and/or visual alarms on vehicular equipment, gas detectors and rescue retrieval system. Performs minor maintenance on equipment and fixtures being used. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.
NON-ESSENTIAL FUNCTIONS
Performs other reasonably related duties in equal or lower classification as assigned by supervisory personnel. Performs work as directed by supervisors in accordance with Article XXX, Job Classifications, Section 1 provision of the Basic Labor Agreement.
REQUIRED KNOWLEDGE AND ABILITIES
- Good knowledge of hand and small power tools.

- Ability to operate various motor vehicles and equipment such as dump trucks, flusher, street sweepers, vactor trucks, sanitation packers, vacuum equipment, snow plows, air compressors, spreaders, and asphalt paver and roller, tractor trailer, front end loader, backhoe, grader, snow blower, bull dozer and boom truck.
- Ability to use considerable skill in manipulating and operating all equipment.
- Ability to perform preventative maintenance on all equipment used.
- Ability to operate equipment within all safety regulations.
- Ability to understand and follow instructions.
- Ability to perform manual work, often under adverse weather and working conditions.
- Must be adaptable to situations involving repetitive duties and alert with respect to dangers involved with sewer gases, etc.
- Ability to react quickly and appropriately to alarms and hazardous conditions.
QUALIFICATIONS
One year of experience operating and maintaining heavy equipment.
Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
A valid Pennsylvania Commercial Driver’s License, Class A, with Tanker endorsement.
