COMPENSATION & BENEFITS
The City of Harrisburg offers a competitive wage for this full-time FLSA exempt position with an annual salary range of $48,000 – $50,000 (commensurate with experience and qualifications).

EQUIPMENT/JOB LOCATION:
Work is typically performed at the Reverend Dr. Martin L. King, Jr., City Government Center, Bureau of Human Resources, Suite 406, 10 North Second Street, Harrisburg, Pennsylvania. Occasional travel may be required to City facilities and other locations. The position requires the use of a personal computer, Microsoft software (Word, Excel, Outlook, etc.), photocopier/scanner, printers, camera, fax, telephones, calculator and other technological devices as necessary or required. Duties are typically performed weekdays from 8:00 a.m. to 5:00 p.m. or at the discretion of the Director of Human Resources; however, some evening, weekend and holiday work is required.
ESSENTIAL FUNCTIONS:
This position requires a range of complex and advanced skills and knowledge in human resources. Including recruitment activities for non-uniformed and management, preparing internal and external job announcements, advertising, or internet resources. Responsible for assisting with police and fire recruitment activities, notifying applicants of application status; preparing relevant information for the Harrisburg Civil Service Commission, arranging meetings as needed. Aids in sourcing qualified candidates to meet position requirements. Provides applicants with information regarding position functions, compensation, benefits, policies, schedules and advancement opportunities. Handles pre-employment tasks, including applicant screening, assisting in the interview process, ensuring new hire paperwork is complete for process and completing onboarding/orientation for new hires. Serves as primary contact for part-time/seasonal hiring, working directly with Parks and Recreation Staff. Ensures that the City is compliant with federal and state legislation relating to labor. Maintains a listing of vacant positions for internal and external view. Coordinates, types and distributes general correspondence to applicants. Reviews and processes employment verification forms to ensure employees are following federal, state and local laws. Types memoranda, correspondence, reports and other related materials. Answer inquiries from City employees and the general public. Maintains regular, punctual and predictable attendance; reports to work and remains at work in a productive condition, which includes not being under the influence or impaired by the use of alcohol and/or drugs; establishes and maintains effective working relationships with supervisors, co-workers and the general public; and completes assignments in an efficient, consistent and timely manner.

QUALIFICATIONS:
A bachelor’s degree in Human Resource Management or closely related field with two years of experience in the area of personnel/human resources; or completion of college courses in personnel or public administration with three to five years of experience in the area of personnel/human resources; or any combination of training and experience which provides the knowledge and abilities outlined herein. Previous work experience in a unionized environment preferred. Valid Pennsylvania Driver’s License, Class C or equivalent is required.
