The City of Harrisburg is accepting applications for the  Junior Advisor to the Harrisburg Youth Commission (part-time) of General Government, Office of the City Council. The Junior Advisor to the Harrisburg Youth Commission operates under the general supervision of the President of the City Council, Chair of Parks and Recreation and Sr. Advisor he Harrisburg Youth Commission.  This role is instrumental in assisting with guiding, supporting, and advancing the Youth Commission program on behalf of the City of Harrisburg and its residents. This responsibility involves developing and enhancing opportunities for youth civic engagement, leadership development, and community contribution.

QUALIFICATIONS:

Associates degree from an accredited college or university in education, social work, public administration, or a related field or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Significant experience in a complex environment, working with young people, and community programs is preferred. A valid Pennsylvania Driver’s License, Class C, is required.

Candidate must pass a comprehensive background check and pre-employment drug screening and provide the following clearances:

  • Pennsylvania Child Abuse History Clearance
  • Pennsylvania State Police Criminal Record Check
  • Federal Bureau of Investigation (FBI) Criminal Background Check, including fingerprinting

Clearances must have been obtained within the last year, and their validity must be maintained throughout employment.

COMPENSATION

The hourly rate for this part-time position is $17.00 per hour 4 hours a week

GENERAL STATEMENT OF DUTIES:

This responsibility involves developing and enhancing opportunities for youth civic engagement, leadership development, and community contribution.

JOB LOCATON/EQUIPMENT:

The position is typically situated at the MLK Government Center, City Clerk Suite 305A. The work involves the use of standard office equipment such as personal computers, printers, copy machines, fax machines, telephones, and other necessary technological devices.

ESSENSTIAL FUNCTION:

Work involves but is not limited to the following:  Assist in the development and enhance the Youth Commission program, fostering relationships that promote Harrisburg and its young residents positively on a local, state, and national level. Regularly engage with students, local schools, community groups, and local and state officials. Apply strategic skills robustly to propose, evaluate, and influence program growth and service improvements, with a demonstrated commitment to best practices, equal opportunities, and diversity. May represent the Youth Commission at public hearings, conferences, meetings, and community-led activities, and execute special projects as assigned by the City Council President or the Chair of Parks and Recreation. Establish and maintain effective working relationships with supervisors, co-workers, students, and the general public. Assist in the facilitation in developing community events, mentor Youth Commission members in drafting ordinances or laws, prepare members for public appearances, attend City Council meetings alongside members, coordinate and oversee committee meetings, and foster a culture of regular communication outside scheduled monthly meetings. Ensure that Youth Commission tasks, including the development of community events, drafting of civic proposals, and public speaking engagements, are conducted according to a predefined timetable.

NON-ESSENTIAL FUNCTIONS:

In addition to the aforementioned tasks, the Junior Advisor may also assist other city staff in their office duties as required, serve on boards and commissions as assigned, and perform any other duties as necessary.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Experience in youth engagement, leadership development, and civic education.
  • Capable of clear communication, good judgment, courtesy, and tact when dealing with the public, students, and city officials.
  • Knowledge of municipal government operations and city programs, and strong initiative and diplomatic skills.
  • Experience in operating personal computing equipment, cell phones, fax machines, and other relevant equipment.
