COMPENSATION & BENEFITS

JOB LOCATIONS/EQUIPMENT:
The Bureau of Parks and Recreation is located in the Reservoir Park Mansion; however, considerable work will be performed at City pool facilities and City-owned parks and playgrounds. Duties are typically performed weekdays from 8:00 a.m. to 5:00 p.m.; however, this position requires twenty-four-hour daily availability, evening, weekends, and occasional holidays.
ESSENTIAL FUNCTIONS:
Provides direct supervision of pool operations, including the opening, daily operation, and closing of the City’s two swimming pool facilities. Recruits, manages, and provides assistance with pool staff/summer programming staff, including supervision, training, and evaluation of recreation personnel through observations, visitations, meetings and conferences. Oversees and prepares the pool budget and assists with management of the Bureau’s overall budget. Makes recommendations for purchasing equipment and assists in maintaining inventory of recreation equipment. Attends City Council meetings and provides documents to support budgets as needed. Provides general oversight of pool permit and park permit requests. Supplies information to the public about recreational facilities and responds to public requests. Assists with improvement and expansion of parks and recreation activities to ensure the Bureau of Parks and Recreation is meeting community needs. Provides support with seasonal programming and events planning/logistics as needed. Keeps abreast of new ideas and developments in the recreation profession. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a productive condition, which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.
NON-ESSENTIALFUNCTIONS:

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of principles and practices of public swimming pool operations.
- Knowledge of City ordinances pertaining to Parks and Recreations facilities.
- Ability to perform water safety and lifesaving techniques and instruct others in the same.
- Ability to develop, present and oversee municipal budgets.
- Knowledge of supervisory methods and techniques.
- Thorough knowledge of principles and objectives of parks and recreation
- Ability to plan, organize, coordinate and implement recreation programming.
- Ability to determine special needs within the City of Harrisburg and make recommendations for recreational programs and services to meet those needs.
- Ability to maintain harmonious and effective working relationships with employees, elected officials and the general public.
- Ability to coordinate, analyze and utilize a variety of reports and records.
- Ability to communicate effectively in oral and written form.
- Thorough knowledge of Microsoft Word, Windows, Outlook and other computer software programs.
- Ability to work flexible schedule during the summer months
QUALIFICATIONS:
Requires a high school diploma, or equivalent, and at least four (4) years of experience in parks and recreation. Completion of college level courses in Parks and Recreation, Sports Management, Business Management or related field is preferred or any other combination of education, training and/or experience that meets the required knowledge, skills and abilities to perform the duties of this position. Preference will also be given to candidates with a certificate or license in pool operation and/or lifeguard instruction. PA Child Abuse Clearance, PA State Police Clearance, FBI Clearance, and Mandated Reporter Training Certification must be up to date and maintained for employment. Must obtain First Aid/CPR certification within six (6) months of employment and maintain for the duration of employment. Other combinations of experience and education that meet the minimum requirements may be substituted. Valid Pennsylvania Driver’s License, Class C, or equivalent is also required.
