The City of Harrisburg offers an annual salary range of $40,000 to $45,000 (commensurate with experience and qualifications). GENERAL STATEMENT OF DUTIES:

This management position is responsible for the Bureau of Police fleet administration and operations in the maintenance and repair of all Police vehicles, trailers and their components and equipment. The manager is the liaison between the Bureau of Police and the City of Harrisburg Vehicle Maintenance Center and outside vendors. Complete other Bureau duties as assigned. The position works under the direction and supervision of the Division Commander or his/her designee.  This is a management, FLSA exempt position.

EQUIPMENT/JOB LOCATION:

Work is performed at the Public Safety Center and Public Works Complex and other locations throughout the City and surrounding jurisdictions. Equipment utilized includes personal computers and printers, telephones, copiers, fax machines, scanners, two-way radios, cell phones, tools (electronic and manual) and other related equipment.  Position requires extensive walking, sitting, uncomfortable positions and strenuous and physical activity for prolonged periods.  Employee is subject to noise, vibration, fumes, odors, dust and adverse climatic conditions.  Duties are typically performed on weekdays from 7:30 a.m. to 4:30 p.m.; however, the employee may be required to work evenings, nights, weekends and holidays.

ESSENTIAL FUNCTIONS:

Work involves, but is not limited to, the following:  Track all motorized vehicles, trailers, maintenance equipment, and tools assigned to the Bureau of Police. Establish and maintain a vehicle and equipment tracking log to analyze and forecast scheduled maintenance, track and plan life cycle replacement options. Coordinate all aspects of vehicle service and repair with the VMC, outside vendors and dealerships. Complete, brief and disseminate reports as required. Write and revise General Orders related to vehicle operations in the Bureau of Police. Research, plan and execute the purchase of new or used vehicles for the Bureau of Police to include the addition of law enforcement add-ons to new and used car purchases to include, but not limited to emergency lights, sirens, decals, cages, fire extinguishers, weapon retention systems, car camera systems, radio systems and other hardware and software installed in the vehicles; Submit associated purchase orders in accordance with the City policy; oversees the maintenance and repair of vehicles/equipment and the assembly and overhaul of cars, trucks, and other related equipment; implements fleet administrative policies and procedures; supervises the inspection of all motor vehicles, trailers for compliance with all applicable Federal, State, and Local laws, ordinances, regulations, and insurance requirements; maintains and issues insurance and registration documents for all police vehicles and trailers; maintains associated vehicle documents and records as required. Compiles all data regarding budget preparation and tracks balances for review by the Division Commander and Commissioner – prepares the annual bureau budget related to vehicles and equipment. Conducts quality control checks on new vehicles and newly outfitted vehicles to ensure a quality product is produced. Coordinates scheduled and unscheduled maintenance on the vehicles and equipment with VMC and outside vendors. Acts as a liaison with the Pennsylvania Department of Transportation; tracks fuel expenditures and ensures fleet credit cards are up to date; prepares and processes all Commonwealth documents relating to vehicle/equipment licensing, titling, confidential registrations and other licensing/permits; lifts up to 50 lbs. unassisted, and in excess of 50 lbs. with assistance.  Maintains regular, punctual and predictable attendance.  Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs.  Establishes and maintains an effective working relationship with supervisors, co-workers, subordinates and the general public.  Completes all assignments in an efficient, consistent and timely manner.

NON-ESSENTIAL FUNCTIONS:

Performs other related duties in as required or assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to maintain effective working relationships
  • Ability to quality control and review work of skilled mechanics/technicians and other workers.
  • Ability to complete detailed vehicle and equipment tracking, budgeting and progress reports.
  • Ability to be neat, precise, orderly and organized when performing duties.
  • Ability to maintain a positive, high-goal-oriented attitude under all working conditions.
  • Good knowledge of the hazards and safety practices of the trade.
  • Excellent ability to communicate verbally and in writing.
  • Thorough knowledge of the methods, materials, tools and other standard practices of the automotive and light equipment trade.
  • Thorough knowledge and understanding of Fleet Administration practices and programs.
  • Thorough knowledge of governmental purchasing regulations.

QUALIFICATIONS:

High school diploma or equivalent, college courses in business preferred.  Two years management experience in fleet management, vehicle maintenance and repair facility operations preferred.  Must be proficient with Microsoft software. Other equivalent combinations of experience and training which provide the required knowledge, skills and abilities may be considered.  Valid Pennsylvania Driver’s License, Class C required.
