This position serves as a citizen advocate responsible for acting on inquiries and complaints regarding services and functions of the City to the public. This position is also directly responsible for assisting with community relations and helping to implement the Mayor’s vision of Harrisburg.  The individual will maintain focus on key priorities, and ensure the Mayor is well-briefed regarding the concerns of the community. This is professional work involving responsibility for serving as Citizen Complaint Officer and resolving such complaints.  Work is performed under the direct supervision of the Mayor. This is a management, FLSA-exempt position.

COMPENSATION & BENEFITS

The City of Harrisburg offers a competitive wage for this full-time FLSA exempt position with an annual salary up to $65,000  (commensurate with experience and qualifications).

GENERAL STATEMENT OF DUTIES:

This position serves as a citizen advocate responsible for acting on inquiries and complaints regarding services and functions of the City to the public. This position is also directly responsible for assisting with community relations and helping to implement the Mayor’s vision of Harrisburg.  The individual will maintain focus on key priorities, and ensure the Mayor is well-briefed regarding the concerns of the community. This is professional work involving responsibility for serving as Citizen Complaint Officer and resolving such complaints.  Work is performed under the direct supervision of the Mayor. This is a management, FLSA-exempt position.

EQUIPMENT/JOB LOCATION:

Work is typically performed at the Reverend Dr. Martin L. King, Jr., City Government Center, Office of the Mayor, 10 North 2nd Street, Harrisburg, Pennsylvania.  Occasional travel may be required to City facilities and other locations. Work involves the use of various equipment such as personal computers, printers, copy machines, fax machines, telephones, calculators and other office equipment and devices.  Duties are typically performed weekdays from 8:00 a.m. – 5:00 p.m.; however, some evening, weekend and holiday work will be required.

ESSENTIAL FUNCTIONS

The individual in this position will become familiar with the functions, operations, policies, practices and procedures of the City to assist the Mayor and community to navigate city government. Attends meetings, conferences, public information sessions and public hearings with the Mayor or designee, and will always operate in accordance with policies, procedures, code of ethics and standards as it relates to the City of Harrisburg. May be required to drive the Mayor or designee to these meetings/events.  Performs in-depth research of public and private topics, and assures the Mayor is properly informed. Maintaining a proactive pulse on community issues. Receives and investigates citizen inquiries and complaints concerning city policies, regulations, services and facilities. Conducts routine investigations for the Mayor and the Administration. Interviews complainants and employees to recommend action based on the facts obtained.  Prepares reports for the Mayor and correspondence of investigations for use by the Administration and legal City officials. Builds relationships and partnerships with the public and organizations to help meet community needs. Participates in special projects, as directed. Reports to work and remains at work in a productive condition, which, includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.

NON-ESSENTIAL FUNCTIONS

Performs other related duties on an as-needed basis.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of the organization and function of city government and general administrative policies and practices.

  • Knowledge of municipal laws, ordinances and regulations.
  • Good judgement and resourcefulness in solving administrative problems.
  • Experience in public administration and compliant investigation procedures.
  • Ability to write clear and concise reports, memoranda, directives and letters.
  • Ability to analyze complex problems and develop comprehensive plans from general instructions.
  • Strong spoken oral and written communication skills.
  • Ability to effectively communicate with the public and to discuss problems and complaints.
  • Knowledge of Microsoft Office applications.
  • Ability to establish and maintain effective working relationships with department heads, employees, City Council and the public, and to deal with public relations problems courteously and tactfully.
  • Must be able to work in a fast-paced environment with demonstrated ability to handle multiple competing tasks and demands.

QUALIFICATIONS:

High School Diploma or GED,  Associate Degree from an accredited college or some college courses preferred.  1 + years of professional experience in public administration; or any other equivalent combinations of experience and training which provide the required knowledge, skills and abilities may also be considered. A valid Pennsylvania Driver’s License, Class C or equivalent is required.
