The Sustainability Coordinator will be responsible for the development and implementation of a City sustainability plan, policies, and goals to transform the city into an economically prosperous and environmentally healthy city.  The individual in this position is also tasked with making recommendations to department heads on environmental matters, including reduced overall greenhouse emissions from municipal operations, reduced energy use in buildings, use of recycled materials, storm water management, community green space development, and other environmental, economic and social issues affecting the City.  Work is performed under the direction of the Director of Parks and Recreation or designee. This is a management, FLSA-exempt position.

Applicants must possess a bachelor’s degree in Sustainability, Environmental Studies, Environmental Science or a related field. A graduate degree in Sustainability, Environmental Studies, Environmental Science or a related field, is preferred. Three to Five (3) years of experience in public administration, public works, green building, renewable energy or a related field, is preferred.  Knowledge of municipal composting processes is desirable, but not required. A valid Pennsylvania Driver’s License, Class C, is required.

COMPENSATION & BENEFITS

The City of Harrisburg offers an annual salary up to $64,000.00 (depending upon qualifications) . DEFINITION

EQUIPMENT/JOB LOCATION

Work is typically performed at the Public Works Complex or McCormick Public Services Center in the Facilities Office depending on work being conducted.  Work involves the use of various machines such as a personal computer and printer, copy machine, fax machine, telephones, video cameras, audio recorders, digital cameras and printers and other technological devices as necessary or required.  Duties are typically performed weekdays between 8:00am to 5:00pm (exact schedule may vary); however, this position requires flexibility to include availability during evenings, weekends and occasionally holidays.

ESSENTIAL FUNCTIONS

The primary job responsibilities of this position involve a combination of improving and maintaining the sustainability of the municipal facilities and operations of the City of Harrisburg and also improving the sustainability of the City of Harrisburg itself (residential, commercial, and institutional facilities). This will involve collaboration with all City of Harrisburg department heads as well as community organizations, utilities, and other stakeholders. The sustainability coordinator establishes sustainable strategies that balance quality of life, health and economic vitality for residences and businesses of Harrisburg. Responsibilities include, but are not limited to the following: Convenes and coordinates environmental groups throughout the City and the region as necessary to address sustainability issues. Acts as administrative liaison at all EAC meetings. Maintains the records of all EAC meetings. Acts as administrative liaison/Mayor’s Representative to the Harrisburg Parks Foundation. Maintains, updates, and implements the long-term climate action plan for the City of Harrisburg to strengthen and transform the city decades into the future. Updates and maintains the City of Harrisburg Sustainable PA Community Certification. Tracks progress data related to the adopted goals and prepares reports or presentations to communicate the effectiveness of sustainability initiatives. Represents the City of Harrisburg at community events. Creates marketing/outreach materials for public dissemination. Works closely with department heads and makes spending recommendations focused on reduced greenhouse emissions, reduced energy use in buildings, the use of recycled materials for procurement and other sustainable practices. Works with the Bureau of Parks and Recreation on park plans, which include low maintenance green space and green walkways throughout the City. Oversees the city’s current electric vehicle charging infrastructure, continues expansion, and continues the conversion of the city’s fleet to EV or other alternative fuels (EV, CNG, etc.). Works closely with the Recycling Coordinator to assist with recycling efforts and programs. Works closely as a liaison with Capital Region Water on storm water management through the use of a “green” strategy. Works closely with the Grant Manager to identify and assist with grant applications as appropriate. This will involve researching and acting as the primary applicant/grant author for some applications, as well as maintaining reporting information and requirements for grants.   Responsible for advising the Administration and Harrisburg City Council through periodic reports on the above listed items. Reports to work and remains at work in a productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs.  Establishes and maintains an effective working relationship with supervisors, co-workers and the general public.  Completes all assignments in an efficient, consistent and timely manner.

 NON-ESSENTIAL FUNCTIONS

Performs other related duties as assigned or required.

REQUIRED KNOWLEDGE AND ABILITIES

  • Working knowledge of federal, state and local programs and processes related to environmental projects, renewable energy, building performance & efficiency standards (ASHRAE, LEED, passive house, etc.)
  • High energy and self-motivation.
  • In-depth knowledge of sustainable living best practices particularly in urban areas.
  • Ability to work with small and large community groups.
  • Understanding and working knowledge of municipal organizations.
  • Understanding and working knowledge of local economic conditions.
  • Strong writing and communication skills.

  • Working knowledge of how to operate and maintain of a composting facility.

 QUALIFICATIONS
