PUBLIC HEARING & PUBLIC COMMENT PERIOD

Notice is given by the City of Harrisburg that it will hold two Public Hearings (a First and a Second Public Hearing), on Monday, July 18th, 2022 and Tuesday, July 19th, 2022, from 6pm to 7pm, via Zoom. Each Public Hearing will be followed by a 10-day Public Comment period. The Public Hearings will be accessible to individuals with disabilities and/or persons with Limited English Proficiency. If you wish to attend and require special accommodations, please notify the City’s Grant Director’s office at least 72 hours in advance of the dates of the Public Hearings at 717-255-3068 or via email at [email protected] so that accommodations can be made.

The purpose of the Public Hearings is to discuss the PA Department of Community and Economic Development (DCED) Community Development Block Grant (CDBG) Covid (CV) Program in general, the needs of the City of Harrisburg that are eligible uses of this funding, and the City’s proposed Scope of projects for the grant application that the City intends to submit to DCED seeking CDBG-CV Round 3 funds. DCED has announced the application submission deadline of August 1st, 2022.

Background of DCED’s CDBG-CV Program
CARES Act – Tranches 2 and 3: On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was signed into law to provide immediate and direct response to the emerging crisis impacting our country as a result of the COVID-19 global health pandemic. Division B of the Act, Title XII includes allocations of $48.5 billion in funding assistance for transportation and housing activities to address the pandemic. In addition to funding in a host of other Housing and Urban Development programs, a total of $5 billion will be made available under the Community Development Fund to prevent, prepare for, and respond to coronavirus. 

DCED received funding under the second and third allocations of CARES Act funding. These two allocations were $51,352,198 and $20,141,782, respectively, totaling $71,493,980. In DCED’s second round of applications of CDBG-CV funding, $17,170,462 was allocated. 

Summary of DCED’s CDBG-CV Round 3 Program
$54,323,518 in funding remains available in the CDBG-CV Round 3 Program, and DCED has prioritized four project types:

  • Public Improvements & Public Facilities: $51,623,518 
  • Public Services: $800,000 
  • Housing Rehab: $950,000 
  • Economic Development: $950,000 


The proposed Scope for the grant application that the City plans to submit to DCED for CDBG-CV Round 3 funding will include the following projects, all of which fall under the “Public Improvements & Public Facilities” project type:

Funds to help renovate 7th & Radnor Park: $4,000,000

Funds to help renovate the public bathrooms and waiting room in the Public Safety Building: $1,500,000

Funds to help renovate Sunshine (Morrison) Park: $3,000,000

Funds to help renovate the Jackson Lick pool by turning it into a spray park: $5,000,000

Funds to help renovate Rumson playground: $2,000,000

Funds to help renovate the court area of Reservoir Park by adding handball courts: $1,100,000

Funds to add a “spray park alley” to Reservoir Park: $1,500,000

Funds to help renovate the showers and bedroom areas of Fire Stations 1 and 2: $100,000

PUBLIC HEARINGS: Two one-hour virtual Public Hearings to obtain citizens’ views and comments as to how any CDBG-CV Round 3 funds that are awarded to the City should be used will be held on Monday, July 18th, 2022 and Tuesday, July 19th, 2022 from 6:00 PM to 7PM via a Zoom call. Please see the Zoom information at the end of this Notice.

 10-DAY PUBLIC COMMENT PERIOD: A copy of the grant application is available for public review and comment from July 18th, 2022 through July 29th, 2022.
