CITY OF HARRISBURG PUBLIC NOTICE
2025 ANNUAL ACTION PLAN DRAFT
PUBLIC COMMENT PERIOD & PUBLIC HEARING

 
Notice is given that a draft of the City of Harrisburg’s 2025 Annual Action Plan (AAP) for the use of federal funds from the U.S. Department of Housing & Urban Development (HUD) will be available for a 30-day public comment period. Notice is also given that a public hearing will be held to allow the public to review and make comments on the draft AAP. 

The 2025 AAP describes the city’s planned projects and activities that will address community and housing development needs identified in the 2023 - 2027 Consolidated Plan. These activities are intended to help serve low- to moderate-income households and special needs groups in the City. PY 2025 will run from October 1, 2025 and ends September 30, 2026. The City will receive the following in FY 2025 allocations from HUD: $1,806,820 for CDBG, $469,627.19 for HOME and $163,869 for ESG. In addition to these funds, the City projects that it will receive $15,000 in program income funds generated from CDBG and $10,000 in program income generated from HOME. The proposed budget for PY 2025 will be:

CDBG Administration: $361,364

CDBG Public Facilities & Infrastructure: $511,456

CDBG Housing Programs: $500,000

CDBG Emergency Demolition: $224,000

CDBG Section 108 Loan Payments: $225,000

HOME Administration: $46,962

HOME CHDO Housing Development: $70,444

HOME Non-CHDO Housing Development: $362,221.19

Emergency Solutions Grant: $163,869

30-DAY PUBLIC COMMENT PERIOD: A copy of the draft 2025 AAP will be available for public review and comment starting June 27, 2025 through July 28, 2025. The draft plans can be viewed at the Department of Economic Development and Building and Housing at 10 N. 2nd Street, Suite 206, Harrisburg, PA 17101 or viewed from the department webpage at: https://harrisburgpa.gov/services/buildinghousing/index.php Written comments on the plan can be mailed to the address above or via emailed at: [email protected].

PUBLIC HEARING: A public hearing will be held on June 26, 2025 from 5:30 p.m. -6:30 p.m. to present the draft 2025 AAP and give the public an opportunity to review and make comments on the draft plans.
