About Us
The Office of Parking Enforcement in conjunction with SP+ Municipal Services is responsible for the management, operation, and maintenance of all City-owned parking spaces. The Parking Department and SP+ Municipal Services work together to manage the on-street parking via multi-space kiosks, metered surface lots, and time restricted parking areas. SP+ Municipal Services is responsible for the collection and maintenance of the kiosks that manage and meter over 1,000 spaces in the downtown district area.The Office of Parking Enforcement maintains all parking activities outside of SP+ Municipal Services downtown district territory. SP+ municipal services patrol kiosks, metered, and restricted parking areas and serve as the front line for customer service and parking enforcement.
New Parking Enforcement Ticketing System
The Harrisburg Parking Enforcement Division is switching to a new ticketing system, effective June 5, 2023. If you receive a yellow handwritten ticket or a ticket with the Harrisburg Parking Enforcement insignia printed at the top, it was issued by a Parking Enforcement Officer with the City of Harrisburg. If you intend to pay your ticket, you have the following payment options:- PREFERRED: Online at tocite.net/harrisburgpa/portal, or by phone (717) 987-6823
- In person at the City Treasurers’ Office Monday thru Friday from 8:30am to 4:00pm
- By mailing your payment to the City Treasurers’ Office at 10 N 2nd, Suite 103, Harrisburg PA 17101
- Dropping it off at the City Treasurers’ drop box which is available 24 hours located to the rear of the City Hall Building.
- If your ticket has a red stripe it was issued by SP+/ Park Harrisburg. You will contact their office for payment instructions at (717) 234-2274.
Booting Vehicles
Beginning Monday February 6, 2023, the Parking Enforcement Unit will resume with the booting of vehicles for unpaid parking tickets. Any owner of any vehicle that is booted will be required to pay a $75 booting fee and any outstanding parking tickets. The owner has 48 hours to pay unpaid tickets before the vehicle is towed.Maps
You can obtain a parking permit from the Parking Enforcement Office at 123 Walnut Street, 2nd Floor, Harrisburg, PA 17101 from 8am – 4:45pm , Monday through Friday.
To obtain a parking permit, the vehicle owner must provide a valid driver’s license, and a valid vehicle registration. If either of those documents do not have a current up-to-date address on them, you must provide two other forms of residency verification (lease, utility bill, official piece of mail).
Street cleaning is done twice a month, year round. Capital Region Water has taken over street sweeping services within the City of Harrisburg. Any questions on the performance of street sweeping should be directed to Capital Region Water.
There will be no changes to the street sweeping schedule posted on your street. The City of Harrisburg will continue snow removal, leaf collection, trash removal, large debris removal from streets, and street sweeping for special events. Park Harrisburg and the City of Harrisburg will continue parking enforcement during all street cleaning days, unless notified by the Mayors Office. Parking enforcement may still occur on days that street sweeping does not.
